Lost all ID. What is the fastest way to retreive your Driver's License, SScard, to get a pport out of USA?

My cousin has a scheduled itinerary of major performances in another country (South America) in 3 weeks. He is a US citizen, (born and raised here) but has lost all of his ID. I helped him order an original birth certificate online (New York City Department of Health, through Vital Check), which he received yesterday but the seal wasn't a "raised " seal in order to be viewed as authentic , now what is the fastest thing for him to do in order to get his Pport on time otherwise, this could jeordize his credibility in the music industry? ( He lives in Atlanta now , but his license is of New York , which means he has to get to New York to get a duplicate Driver's License to use as ID before he can transfer it to ATL, to get his SSN in order to get the Pport. ?????)
